mr. beenthere gave a very good reference. a tvs, often called surge suppressors, absorb surges in voltage and/or current, or transients, in normally supply line power applications. surges often are not friendly to downstream circuits, so they are used on sensitive systems. all devices called surge suppressors are not tvs's though. sometimes they are just power strips with an integrated circuit breaker.
