pls i am trying to design /construct a device that measures volume flow rate of water in a river every one hour. this device should include a memory storage and a digital display for the values measured. the storage should be such that the values optained one hour ago can still be viewed now.

You need to construct a speciallly shaped river channel at the point of flow measurement.

Normally the height of flow above a sunken weir is measured.

So you need to design a depth gauge.

Are you designing the electrical engineering or the civil engineering?

The process of flow measurement is called river gauging.

Flow "volume" requires a cross-sectional profile of the river at the point of measurement, as well as the flow rates at various depths. Our Geology/Biology field teams use a flow profiler with a differential GPS to record the data, as the sensor is moved across a river in a boat . $$$$$
