This is a SMPS for a Waeco portable Fridge Freezer, My question concerns D7 which is a BYV32E-200 dual diode 200V @ 20Amp. This is the rectifier for the 24V DC side, can it safely be replaced with a 60V @ 20Amp dual diode. The 60V diode is easier for me toget thinking 200V is an over kill?

Not necessarily. It could be rated at 200V to compensate for spikes due to the SMPS's switching action. Replace only with an identical or equivalent part, as the failure of that component (failing closed) could be bad for the other secondary side components.

60V is on the verge of breakdown, the diode will have to block 2x the ouput voltage, which is quite close at 50V. I would use a diode reated for 100V.
