VOIP over FPGA

i have a project of implementing VOIP over Xilinx Virtex 2 ML 300 Pro board using AC97 codec....can any1 please specify me the steps involved in doing this project? do i have to create an xtra IP of my oun and add the IP's of AC97 and Ethernet in it? do i have to write a C language program too? whete in SDK? and what to write in it? kindly reply if u know asap
