I need a simple, small, voice recorder that will play back with a loop while the play button is pressed, then reset when released. The optimal device would be USB loadable so that I could load any audio file for playback and not have to mess with a microphone on the unit.

Your local consumer/hobby electronics store has a recordable greeting card.
When you open the card a sound clip that you had previously recorded is replayed.

Welcome to AAC.

Not sure about looping, but here is a USB loadable sound module that will play up to 200 seconds or stop when the switch is released. This comes with a sliding switch, but it can be replaced with another switch.
