I have not tested it but im pretty sure these circuits are nothing more than bogus.

 

That was also what I thought. I haven't read so much about VGA and SCART, and it is a "dying" interface. (The SCART, that is.)

But It would be fun to make one.

 

Can't say if that would work or not - however, you might look at the AD725, which is an Analog Devices IC that takes care of most of the conversion from VGA to NTSC/PAL:
