using L298n as dual motor driver-- please help

    i am trying to use L298 as dual motor driver .
    the ciircuit i am using is given in the attachment as ( the compact motor driver).
    but it is not working. the output accross pins 2&3 is coming out to be .2v instead of 18v. i am providing 5v each to 5,6, and 7 and 9.( l1 l2 & e1-2 and logic voltage) respectively. and 18v to pin4.
    please tell how to troubleshoot this problem.

    You have to have the inputs on 5 and 7 at different logic levels.

    Here is the data sheet for the part. Look at Figure 6, I think it is similar to what you are trying to do. There is a chart that shows the logic levels for forward, reverse, fast motor stop, and free running motor stop. The logic level being the same results in fast motor stop.
