I've used pcb pool before and some others which weren't so good. It is not the cheapest around though. What kind of size and quantity are you thinking of?

 

I got sick of trying to find PCB manufacturers that would do small runs of simple boards for reasonable cost and with a reasonable turnaround... so now I make my own, using 'Press n peel" film (imported from the States) , a laser printer or photocopier, copper clad board, an Iron, some etchant, and an 0.8mm drill bit.
