a spectrum analyzer to be sure you are not tuning it to a harmonic
the spectrum analyzer graphs/plots the 1,3,5,7, etc harmonics, it shoulds the gains for each harmonic displayed in dbs of each harmonic

So how would you know you're not tuning to a harmonic?

Tuning: means adjust the LC network for Gain output at the desired frequency

The Desired Frequency is Matching the transmitters frequency with the recievers frequency?

Not always, the transmitter is tuned to the frequency it is designed to operate on.

When a transmitter is being tuned and it's tuning not to a harmonic, what is wrong with the circuit?

the transmitter is tuned to the frequency it is designed to operate on.
When tuning the reciever , does it mean you're matching the transmitters frequency to the reciever's frequency?

Or does it mean you're tuning the reciever to match the impedance of the load antenna?

In the US, A general radiotelephone operators license is the ticket to being able to understand and become a radio technician. I passed the test back when they issued 3 classes of license and spent 30 years in and around two way radios and microwave installations. If you go to school to learn everything you need to know to pass that test you will be able to really understand what you are asking.
May be able to find a sample test on-line to give you an idea of what you would need to know. I'm not talking about just learning the questions and answers like some schools teach but learn about the theory and do the math so you can actually answer the questions.

So this radiotelephone operators license will teach you
1.) What to use a spectrum analyzer for when testing RF circuits?
2.) What to use a VNA analyzer for when testing RF circuits?
3.) What so use a Network analyzer for when testing RF circuits?

What are some basic general tests you do when testing RF circuits? RF amplifiers?
