That's a pretty comprehensive guide to the design. Are you familiar with logic? It kinda sounds like a design to be made with gates rather than a microprocessor.

The best place to start one of these is with a flow chart.

 

My advice is to use a microcontroller if you are allowed to. It will make your life so much easier. I have done something similar, less complex, but actually built it too.

It still needs a lot of upkeep. Breaks down every month or so. I have found that it is more important to build strong than build complex.
