My intension is to switch off starter motor after 10seconds of engine start..
i want an device/circuit which counts for 10seconds and then produce an output in the form of current/voltage, so that an relay can be made off..which in turn turns off motor.

what happens if you loose your voltage/current releasing the relay and your starter motor kicks back in when your engine is running? If your talking auto, your starter will be destroyed with 10 second engagements.

Once starter motor turns on, after 10seconds it should turn off, we should use some of the timing circuits(passive devices).. using this timing circuit output we should cut off the relay(relay which in turn offs the starter motor).

If you're talking automotive, are you wanting the starter motor to not engage once the engine is running? if so, modern vehicles do this with a starter safety switch or a solenoid that cuts current to the S terminal once the engine has started, by either detecting oil pressure, a signal from the alternator or even fuel pressure to open the circuit. what's wrong with using a starter safety switch?
