Any reason why this wire cannot/should not be used for 12v ? It seems a far cheaper alternative to auto cable ( Olex 100m 1mm Twin & Earth Electrical Cable)

That depends on the load current, and what they mean by the 1mm number - is it diameter or a wrongly stated crossection area? But generally there are no issues regarding the voltage itself.

In an automotive enviroment, there can be harsh situations.
Think of temperature changes.
Also movements can be of influence.
And the dirt can influence the cable.

The only problem is vibrations , as car wiring is multi stranded, whereas T/E is solid and is prone to movement in a crimped environment, i have used it before but i always solder it if using crimps.

 

Just looking at the cross section size the basic 3mm 10 amp cable that super cheap auto has is 1.13mm2 but the stuff from Olex/Bunnings has a cross section of 1mm2 doesn't seem to be a lot of difference.Neither state how many strands (per flexibility).I would assume that the insulation would be far superior on the 240v rated cable though

 

I had some 1.5mm twin and earth and it has 7 strands I guess the 3mm auto cable would have near twice that,not that I will be using it in cars though ... EDIT ..Just found this it states 14 strands ...In tight or twisty spots I can see the need for so many strands
