It is electron flow.
If arrows are pointing out of negative sources and into positive sources, it's electron flow.
When arrows are shown out of positive toward negative, it's "conventional flow". Circuit analysis can be done with either, as long as you are consistent in choosing direction. i.e. Don't switch flows in the middle of the math.
