the battery is broken or if the charging system is defective in a laptop?

Hello
My IPC laptop Dell Inspiron N4030 can charge the battery on AC power only up to about 23% and

only very slowly. The unit is about 3 years old.
Now the question is: the battery is broken or if the charging system is

defective in a laptop?
A new battery will cost a lot of money (110 €), so I'm eager to obtain

some experience with experts.
In addition, I found three shops to buy a laptop battery,

I think it's the battery. Besides, much easier to try a different battery than to try to repair inside a laptop computer.
All those batteries look the same to me.

Did it all the sudden go bad or was it a gradual decline then kaput? Or were you getting 3-4 hours on a charge then all the sudden your laptop will only charge to 23%? Or did you used to get 3-4 hours a charge, then last year you were getting 1.5-2 hours a charge, then this year your getting 1-1.5 hours a charge then kapow, won't charge anymore?

Also I don't know what the conversion rate from 1L to $1 but if your gonna have to pay 110L for a battery consider a newer faster machine will cost you around $399 right now with an i5 core, 6GB, etc...
