Telephone line surge protection help with MOV's

Hi. I am using this circuit for my telco line protection at my telco box. My question is that on the Tip side and the MOV to ground I am getting 3.8 v DC. Is that normal? I am using 130Vrms MOV's. Max Voltage across telco is 42.6V DC, Ring is 53.3V DC and Ring 81.3V AC Max voltages. I know I should be using 250Vrms MOV's but is seems that the 130Vrms should be ok. I did not check the voltage from Tip to ground before I installed this circuit.

I was also thinking about insalling a 250Vrms GDT to the left of the the MOV's.

Any suggestions ?

Also does anyone know of a circuit I can use for my RG6 cable box at the main ground point ?
