I bought a Samsung general car charger (in:10-30V, output:5V, 700mA) for my Samsung Note Android 2.3.6 device(this phone has wall charger: in:240V, output wall outlet:5V, 1.0A)... well is ok to use (as of Volts/Amperes)???

You should be ok with a 5v 700mA charger.

 

If the 700 ma charger fails, it will fail by not charging the phone, not by overpowering it.

 

I have found another Nokia general car charger (in:10-30V, output:5V, 500mA) is it suitable for my old phone:
Asus M930 device win 6 std device (this phone has wall charger: in:240V, output wall outlet:5V, 0.9A, but Asus battery says output 3.7V)

Should be fine. The phone only expects 500mA at best from a USB port anyway.

 

So both car chargers work fine with both phones... correct? Yes correct / No
