I have a ciruit board that for one chip the connection to the ground plane is missing.
I am looking for sudgestions on how to repair. The pad is Pin 9 on a ULN2003. Same as either side.

 

I would use wire wrap wire (AWG30) with Kynar insulation and either attach it to each TH pin on the bottom, then to ground or do it on top. The reason for Kynar is that the insulation doesn't shrink back like PVC does and is easy to slit (knife or soldering iron tip) and remove.
