Yes I think. You have something like this http://www.ftdichip.com/Products/ICs/FT2232D.htm
And maybe this http://www.freescale.com/files/analog/doc/fact_sheet/USBSPIFS.pdf
You may also create something with a microcontroller that support both USB and SPI.
I know this from a project that got canceled in an very early stage. So I have not done much work besides some googling and data sheet reading. Good luck anyway

I've found the MAX3421E relatively easy to use.
