i have 2 solar panels that in direct sun light it gives off 5v but in lo light it gives off any were from 4 to 4.50 volts what i want to know is there any way to make it so that the out put is all ways 5 v

yes, you set it in front of constant light source (no clouds, no day and night etc.).

obviously this is not practical. therefore, solar panels are connected to batteries and controller. batteries are used to store energy and controller handles tasks like voltage conversion and positioning of the panels (tracking sun).

to get stable 5V output from source that changes 4..5 or 4..6V, you can use DC/DC converter. for example one for up to 200mA is NTFS0505MC.
