Should I use an ebay step-down module to get the voltage from a laptop power supply to 12V?

I'm looking to replace the old fluorescent bulb lighting of my small aquarium (10 liter). Led strips are readily available and I have a 16V Asus laptop power supply with a broken connector. I would like to ask if I can use one of these modules to step it down to 12V:

I already have one of these LM317 circuits. Could it be used instead?

Led Strips (I would not be using the whole 5M, maybe 4 sections of 40cm positioned side-by-side but in series):

Get a sense of the current consumption of the LEDs. If it causes significant dissipation over the lm317 (5w or more), I would consider alternatives.

Also, understand how the LEDs should be powered.
