I was assigned to design the above project which will be powered by 12 Vdc (Solar panel). Since I don't have any idea So could you provide me with information on where do start and where can I obtain relevant information relating to this.

A little more info on your project would help. Asuming a small panel of maybe ten square inches;you might want to measure the voltage output with various loads. Connect resistors 100 ohms to 2 k ohms across the out put leads on your panel. Measure the voltage acrossthe resistor. If you have about 10 volts with 1 k load ,then insert a LED in series with the 1 k ,anode to +, cathode to - panel lead. Try a bright LED with 300 ohms.
