what is the meaning of the protocol in rs232?
is it same as that of the framing of the data (adding start/stop bits).
or is it something else?

It can be two things. The Physical Layer (http://en.wikipedia.org/wiki/Physical_Layer) will define details at bit level. However protocol may also describe how two RS232 devices exchange data and commands.
