roulette / random selection project

In an effort to produce a led random selection project (I am trying to make a selection device that will randomly select the starting weight class for high school wrestling matches) I have found a possible solution by modifying a basic roulette wheel type game. The question I have is; can I modify the roulette wheel to select only 14 or 18 weights (leds) as apposed to the 36 leds that the project typically is designed with? Any other suggested routes for this project would be appreciated.

What are the weight classes?
Do they go from 1 to 18 sequentially? (no numbers missing)
It would be fairly easy to build a counter circuit with dual 7 segment display.

Or, did you want separate LED's for the output?

Either way is pretty easy.

My high school always started with the JV light-weights, and moved up to 'Sumo' class (suspected steroid users) varsity. Think was to keep people from leaving too early, stay and watch most of the matches

in High school are as follows: 103, 112, 119,125,130,135, 140,145,152,160,171,189,215,185.
In Jr High: 75,80,85,90,95,100,105,110,115,122, 130,138,145,155,165,185,210,250.
I have the materials and technology to make a face plate that would include the required classifications for the weights. I don't have the experience in programming a PIC to actually make a LCD readout of the actual weights. (if that's possible) Cost is also a consideration. I can configure the design to light the "board" next to a pre-printed weight class and really need to know what is neccessary to build the circuit that would allow me to chose between either 14 or 18 LEDs.
