Role of Op-Amp in regulators-in-parallel circuit

As stated in the title. I dont understand the role of the LM308 Op-Am in the circuit. Someone enlighten me, please.

The LM308 is there to sense the output voltage, compare it with the reference voltage which is set by the 1.5K pot and give the appropriate signal to the LM338 as to maintain the output voltage constant and independent of the load.
