How about buying a "clapper", then use a regular alarm clock nearby.

The Clap-on, Clap-off device is useful for many thiongs, and available at Wal-Mart, CVS, Etc.

Any high frequency noise or sound will turn on the TV set....and if its my home, the dangerous creatures (Dogs) will do no mercy to the TV set.

Even if you put a circuit together with an RTC-chip / PIC etc... you will also need to program your alarm, therefore you'll need an LCD display or an interface to programm it via a computer...

Also, if you have a cellphone that runs Windows Mobile, you might be able to find a software that does this.
