What component has the same opposition to current flow at all frequencies?

 

An insulator.

 

An ideal resistor.

 

Purely resistive components without stray capacitance and inductance.

 

A perfect (infinite) vacuum.

 

A very famous amplifier company once used to advertise their amplifiers as

" A straight piece of wire with gain "

So many 'ideal' components react the same at all frequencies, from a dead short circuit to a length of (ideal) connecting wire to an ideal amplifier to an ideal adder to an 'and gate' ..............

You have now been given two components, vis a dead short and an open circuit. A component that provides both is a switch (relay) and also reacts equally to all frequencies.
