Nope, that is a cable tie down. Mine has a spring clip to connect to a bare wire, and is made from metal. The hole shown is meant for mounting, and to connect a wire that goes to the rest of the system.

I've seen them forever. If I could show an actual picture I would know the name.

You push the flange down, which opens up the wire grabber. You shove the bare wire in and when you release it the wire is attached.

 

It's a Fahnstock clip...give or take my spelling it correctly.
