2nd question... you want 10,000 steps 1 bit is 2 steps (0 to 1) 2 bits is 4 steps (0 to 3).. (00, 01, 10,11) 3 bits is 8 steps 4 is 16 8 is 256 (0 to 255) (00000000, 00000001, ...... 11111110, 11111111) 9 is 512 12 is 4096 13 is 8192 ..... not quite 10000... you need 1 more bit....... for 16384 steps Not sure about the 2nd part of 2nd question... do you mean a 25,000 rpm motor (25000 steps) or 10,000 rpm in 25 rpm divisions (400 steps).... I'm sure by now you can work those out yourself.
