Does a pulse have a dc voltage?
I'm trying to mimic a 5V pulse on a function generator but it's not working

 

Yes, a pulse has a constant DC voltage when it is "on". When it is "off" it usually goes to GND. When you say you are trying to "mimic" a 5V pulse, what exactly are you referring to? A circuit, a simulation, or something else.
