Does anyone know of any way to place an IC anywhere on a breadboard instead of stradling it across the center? I want to put 3 seven seg displays in series vertically instead of a horizontally.

No unless you make yourself an adapter for the displays, or are using a non standard breadboard...

most are arranges with their connections like this.

The sevensegments fit into some DIL14 sockets I had lying around.
