What neutral is the transformer connected to? The non-coated cable on the poles that are below the 3 phase wires? Why isn't this a short-circuit? Is this neutral going all the way back to the generator?

 

In this case you have two three phase services isolated by 3 transformers configured in a Y-Y (star-star) arrangement.

The neutral points and phase voltages for two the services are galvanically isolated from one another by the transformers.
