What is its current rating?

Small controls (less than perhaps 10A) generally do not fuse because they rely upon the current limiting properties of the PV panels.

Disconnect the PV panel and measure the open circuit voltage--this should be greater than approx 150% of the battery voltage--then connect the PV panel directly to the battery (observe polarity) to measure the maximum current--this will spot test the panel because the problem may be there. Note that the sun must cast a shadow in order to generate significant current.

Note that the battery may be open--not an uncommon problem--attempt to charge via another power source.

If this is a large system (greater than 300W or 24V), I recommend that your get professional help as there is significant danger involved.
