Programming the controller

Hi everyone ,

I am working on the display board of Mitsubishi elevator and i found that its controller M38037M8-XXXFP/HP is shorted therefore i have to replaced it and re-program the new one. Can any body tell me which tool i can use to program this IC because it is not a PIC controller.
