I am aware that ADP2303ARDZ is adjustable in it output to achieve 4V.

What would happen if i was to use a preset version, but add the resistors in FB pin . Could i still get 4V?

First, please inform us as to why You chose this particular Controller,
and why You are not purchasing the adjustable version if You need to obtain a ~4-Volt Output.

Why do You need precisely 4-Volts ?
