Power LED controller

The object is to switch a power LED from a (low) standby current level to a selectable higher level. Problem seems to be that the darlington pair (2x BC337) does not act as a real on/off switch but tends to limit the output current in stead. What could be a better solution? Any (other) suggestions are welcome.
