Port-a-cool microcontrolled by Teensy

Hi, I have a Port-a-cool evaporative cooling unit that instructs in the user manual to to run the water pump until the pads are evenly soaked before switching on the fan, allowing them time to absorb water. When shutting down the port-a-cool, the water pump must be disengaged while maintaining airflow from the fan until the pads have completely dried, preventing bacteria growth "all five pads cost $300!"

5 momentary buttons with LED status:
Off
Low
Medium
High
Pump - Toggle On/Off






This is the mode of operation in mind:

Fan L + Pump 0 = Low speed fan relay on
Fan L + Pump 1 = Pump relay on, delay Fan L relay until 2 minutes then engage
Fan M + Pump 0 = Low speed fan relay on
Fan M + Pump 1 = Pump relay on, delay Fan M relay until 2 minutes then engage
Fan H + Pump 0 = Low speed fan relay on
Fan H + Pump 1 = Pump relay on, delay Fan H relay until 2 minutes then engage
Fan L, M, H, Pump 0 = Delay Fan relay 15 minutes then disengage

Can anyone help or point me in the right direction to programming a teensy?
