I've 9 fans 12v and 1.8amp each, will they run without heating pwm?

 

That controller is designed to drive a single fan.

I wouldn't try to run standard PC fans with that controller with the PWM voltage being 10.5...most PC fans have a maximum of 5 volts PWM signal.
