From reading, it seems that when TSOP 1738 receives the signal, TSOP 1738 output goes low, C1 start discharging, T1 amplifies the discharge of C1.

first thank you for your help i understand why c1 are found and how T1 is work as switch but i have another question how the Q0 and Q1 in the counter change directly between 0 and 1 this mean that counter count 01 and 10 only what happen to 00 and 11 in counting in binary

Please keep in view the circuit shown in the attached image.

The 4017 all that does is moving, in its outputs from Q0 to Qx, a high level.
of course if its EN input is true, and false Its input R.

Now take a look at the jumper between terminals 4 (Q2) and 15 (R).
That means that at time T2 (Q2) the 4017 will reset to zero.
So Its output Q0, in 4017, will be true (1) and red LED lights.

If a button is pressed on the remote control, somehow becoming a pulse to the Clock input (14) of 4017. Responding to this pulse, the 4017 advance to T1, so Q1 is true and the green LED lights up, and the relay (RL1) is energized by the transistor Q2, the lamp L1 is lit.

If pressed again, a button on the remote control. 4017 pass the time T2 (Q2) so that will reset to zero, the red LED lighting.

then, remember: the 4017 only moves a logic 1 for their outputs.
