Everything I would have said is already laid out in Wikipedia: Programmable logic controller.

For the programming, start with "Ladder logic", same place.

Great resource for a basic grounding in PLC programming

 

Here's one we got for the school,

It's a small PLC (of sorts) but you can download the software for free and it has a run simulator in it. The PLC itself is cheap, less than $100. And it's limited to 8 inputs and 12 outputs.
