From your description, the operator doesn't control current, only the temperature.
A closed loop control would satisfy that requirement. A far infrared sensor for wire temp (non-contact), feeding a controller that alters the input current (by limiting at primary) would be a solution.
That solution would be under $100 after you get enough logic level MOSFETs to carry the load.
I'm not sure what your budget is, but when you say "low", it's all relative. Friend of mine got a deal on a Volvo L90 Loader for "cheap", at $125,000, for example.
