Is there a one chip easy to use charger that I can set mAmps and voltage to charge?
I need to charge two, 9V NiMH batteries, 200 mAh each in parallel.

Fast charging can reduce overall battery life yes. im sure you can configure it to charge at what ever current you like. like i said i haven't read the data sheet. all i know is that a 9v rechargable has 7 cells so you need to configure it as such. just read though the data sheet there is bound to be a trickle charge setting. or if you wait a bit im sure someone else will post a better example

You can't charge them in parallel.

You can use two separate circuits to charge two batteries or charge one and then switch to the other.

Why not? Isn't it the same as charging one 400 mAh battery?

I know that NiCd batteries can't be charged in serries or parallel.

Never parallel connect batteries because it's dangerous. They are never exactly matched so one battery can be forcing current into the other. It's very bad practice.
