Number of magnets and amount of rotation

Imagine a nonagon with 9 points each point is an electromagnet. Imagine the magnetic field is pointing to the center. Imagine 3 triangles connecting 3 sets of magnets. Would it be more beneficial to have each set turn on and off in sets of 3 or would it be better to turn 1 magnet off and on 9 times to make a rotation. So 3 magnets rotating by on and off in a 123 pattern or just one rotating in on off pattern around the circle. Would this mimic the rotation needed to generate electricity like a solid state alternator?
