Not able to ping the device.

Hi,
I have a device running with static IP address in the network. Recently the device was not giving response to ping.
I have attached the sample code. Please have a look at and let me know the reason.
The control is coming to line no 38 and 39 in the code. If the reason is with arp table update for the particular connection, I am ok with not getting response to ping at the first time. But what is the reason/situation where I always get the control to 38 and 39 lines and not able to get ping response?

Is this because of some arp table corruption at the device or at the server side?

Very ambiguous post - you're missing a lot of information that would help us.

For example, what is this device? What device is the server? What software are they running? Is it plugged in to a managed switch? Can you print the ARP table on either device? Can you do a packet capture on the server to see the ARP replies? What message is the server giving - timeout or device not reachable?
