Network Connections

I decided years ago that I couldn't know everything, and networking fell off the priority list. So now I need to tap into others' knowledge;

I am running Windows 2000 and am connecting to a Contrologix PLC.

My problem is that when I change access locations (node address?), I cannot connect to the PLC. I cannot ping, returning host unattainable. I can overcome the problem by going back to the office, connecting to the internet and pinging, then going back to the shop and successfully connecting to the PLC network.

I assume that Windows has cached my last connection and won't release it, unable then to establish a new connection.

My question then, is there a specific cache that I need to flush, or something else I can try? I did try unsuccessfully flushing my DNS and ARP, but that was by guess.
