Need to build an RF detector

I need to build an RF detector for 315-433 mhz. I beleive that my neighbor is using a jammer to block my vehicle remotes to remote start my car. Is there a circuit with a signal meter or led's that i can sweep the area around my house to see if the signal is coming from his house?

It is very unlikely that your neighbour is doing anything of the sort!

Car remotes commonly operate around 433MHz ,which is also a frequency range used by licenced Amateur Radio Operators,other low power unlicenced equipment,& in many countries is in an adjacent band to high powered Military & Civil Police transmissions.

In Australia,there was a perfectly good frequency allocation for car remotes at around 305MHz,but heavy pressure was put on the licencing authorities to allow European units on 433MHz,so we ended up with similar problems.

If you really want to chase up this interference problem,nothing home made is going to do the job.
I suggest you buy a secondhand radio scanner.
