I am trying to power an Odroid C4 board right now.

Part:
1. Using a 3.7v 8000mAh Lithium battery (https://www.amazon.com/8000mAh-7565121-Battery-Rechargeable-Connector/dp/B07S84TSFH)

Expect:
1. Need to be able to charge the battery using USB-C
2. It needs to output DC 12 V to connect to the Odroid C4 board.

Tried:
1. I've tried using this Adafruit power booster (https://www.adafruit.com/product/2465), then USB to DC 12 V cable, but that the Odroid flickers with power.

What parts do you recommend that I get to achieve my goal (I'll be able to solder any connections)?

A 3.7V cell is not appropriate as a 12V supply. You can use a boost converter but the voltage difference is so great you will have very poor current and short battery life. You should use a battery closer to or the same as what you need to supply.

Any distributor / company you recommend that has 12v cells w/ dc output?

You won’t find 12V cells. 12V batteries are made of lower voltage cells. The only really native 12V batteries are going to be SLA (Sealed Lead Acid) since the cells are ~2V. But you can use multiple Liithium cells (4) and a buck converter. Look for a 14.8V LiPo pack and a buck converter.

Hobby stores sell Li-PO batteries that are three 3.7 cells nominally 11.1VDC or 12.6VDC when fully charged. They also sell chargers for the batteries. The battery will be ruined if your powered device does not shut down when the voltage drops to less than 9V.

Audioguru again is 100% correct. Lithium batteries are very vulnerable to over-charging and excessive discharge. Manufacturers spend a great deal of money developing charge controls for their Lithium battery equipped products. Failure to properly charge / discharge Lithium batteries can result in explosion / fire.

Instead of home-brewing a solution, why not use a 12 volt output Lithium battery pack (* for example) that comes with the proper charger and cabling already. The 12 volt output may vary down to 9 volts but this is comfortably within the limits for the Odroid C4 board, and it is a complete solution (i.e., all designed to properly work together).

Another option would be to adapt a 12 volt power tool battery** to your setup. They also spend a great deal of money getting their stuff right.

Just a couple of thoughts.
