Yes it is. Do you have the datasheet?

 

Yeah, it is 74HC595, possibly made by Farichild judging by that F. It´s a really common serial in, parallel out shift register.

Thanks for the help. I knew it was Fairchild, but wasn't sure if it was just a generic 74hc595 with output latches. All of your help was very useful.

 

The functionality should be very similar to the 74595, but the electrical characteristics are those of the "HC" (High speed CMOS) family. The differences are in trigger levels and current requirements.
