My OBD II will not communicate

Hello my name is Kenneth and I need help.
I have a 1996 toyota corolla and my OBD will not communicate with a scan tool or jumper wire from under hood or dash is as I was pluging into an emty plug.
I have checked all the fuses that I know about,all the relays except the circuit opening relay that I know about, I have also checked with a non powered test light from battery (+) to E1 under hood and got a bright light good ground,I checked with a non powered test light from battery (-) to TE1 under hood I got with key off no light, with key on dim light not sure what that means, I'V checked plug under dash with same light pins 4&16 key off bright light what I need to know is if I'M on the right track and or how do I check my ECU to see if it's bad my check eng light do come on and I turn it off by pulling the 15A EFI fuse because I cant get the codes can some help.

Have you checked with a Toyota dealer about that? It might be that their current problems might make them anxious to help out right about now.
