You can Google "vom schematics" and find several sites that offer free manuals and schematics of analog and digital multimeters. You may need to hunt a capacitor checker separately.

I suspect that simply purchasing such an instrument will be much faster and cheaper in the long run.

 

If you have an oscilloscope, you'll find an Octopus to be a very useful and easy-to-build troubleshooting tool.
