Many times the bushing are worn out, or the armature shaft is worn out.

I usually remove the armature, and polish the brass where the magnets run.
I also polish the shafts where they contact the bushings
I polish the inside of the bushings also.
I relube with WD40.
Blow out any dust around vents, etc.

I'm told a run / start cap can get weak, and cause it to turn slow?

If it has a thermal fuse, check that, altough that is usually working or not (resulting in a dead motor). Thermals can usually be replaced, with some precision, exacto knive, brain surgery type effort.
